The facility has undergone some renovations and upgrades. Details of completed and progress of ongoing projects are indicated in this section.

LOADING PORT TUNNEL AND CONCRETE SLAB RECONSTRUCTION (COMPLETED)

C.L.A.R.T.S. is now operating at full capacity. We have completed the process of improving the loading port tunnel roof and tipping floor at the Central Los Angeles Recycling and Transfer Station (CLARTS). This improvement was conducted in four phases so as to minimize the disruption to the normal operation of the facility. Work began mid-February 2010 and was completed around mid August 2010.

Greenwaste Transfer Project (Completed)

LA Sanitation (LASAN) looked for other opportunities compatible with the C.L.A.R.T.S. operations. LASAN used Waste Management Metro facility to transfer an average of 600 TPD (ton per day) of yard trimming from South LA and North Central Watersheds. A plan was developed to accommodate the transfer of 200-400 TPD of yard trimming at CLARTS, with projected savings of $1 million annually. To accomplish this task, the old Materials Recovery Facility (MRF) building was retrofitted with a ramp, loading dock and a truck scale. Work began mid July 2011 and was completed in the late October 2011. Greenwaste Transfer Operations from CLARTS started in October 31, 2011.

PUSHWALL REPAIR PROJECT (COMPLETED)

The construction project involves repairing sections of the damaged metal building columns, stacking wall columns and adding bracing to the existing stacking walls for the North wall of the transfer building. Second part of the project involves installing an extension to the existing stacking wall in the green waste transfer building. Work began in March of 2013. Project was completed January of 2014.

UNATTENDED TRUCK SCALE OPERATION

CLARTS Inbound & Outbound Scale Automation will allow unattended scale operation using dedicated proximity cards issued to City collection trucks. Automated system installation was completed in March 2013. Pilot testing phase of the project started in July 2013 with City roll-off trucks.
