LAG Campus Improvement Project

The design and construction of the Campus Improvement Project includes five concurrent projects at the LAGWRP. Collectively these projects provide critical process enhancements to improve daily wastewater and recycled water treatment operations and to reduce the strain on the City’s major sewers and the Hyperion Water Reclamation Plant.
o The Advanced Water Purification Demonstration Facility and Water Features project will create a demonstration facility to test and highlight the latest advances in recycled water production for potable reuse. This facility will be located in new pocket park open to the public, connecting the LAGWRP to the LA River with water features such as a fountain, a splash pad, and a small stream running through the park, as well as other landscaping and lighting. The demonstration facility will be designed for a flow of 65 gallons per minute with ozone treatment, biological activated carbon filtration, microfiltration, reverse osmosis, and ultraviolet treatment with advanced oxidation.
Project partners: Donald C. Tillman Water Reclamation Plant and U.S. EPA
Project cost: $28,490,000 (construction cost)
Target completion date: TBD
Status as of Aug 2020: Design

o The Personnel Building will construct a permanent new 2-story personnel building consisting of control room, new laboratory, offices, conference rooms and access to the LA River. The building will be connected to the new pocket park and will include spaces open to the public. Together, the new building and the greenway will make the LAGWRP a public facing facility with accessible features and the ability for members of the public to use meeting space for community events.
Project partners: D.C. Tillman Water Reclamation Plant and U.S. EPA
Project cost: $34,280,000
Target completion date: TBD
Status as of Aug 2020: Design

o The Primary Effluent Equalization Storage Project will improve the existing process at LAGWRP by providing a way to manage fluctuations in flow throughout the day. The equalization tanks will hold 5 million gallons of water and during high flow periods, typically during the day, the tanks will fill and during low flow periods, typically at night, the tanks will empty equalizing flow to downstream processes. The purification processes that are part of the AWPF require constant flow in order function properly, so the tanks will ensure the downstream facilities have the flow to function at an optimal level. This project will also provide enhanced operational flexibility and reliability by adding the standby storage required to manage peak wet weather events and allow for future capacity expansion for increased recycled water production.
Project partners: Donald C. Tillman Water Reclamation Plant and US EPA
Project cost: $65,099,000
Target completion date: TBD
Status as of Aug 2020: Design
o The Sodium Hypochlorite Facility Relocation project will construct a new storage and dosing facility and decommission the existing Sodium Hypochlorite Facility which is at the end of its planned operational life cycle. The LAGWRP uses sodium hypochlorite for disinfection as required by its EPA National Pollutant Discharge Elimination Systems (NPDES) permit.
Project partners: Donald C. Tillman Water Reclamation Plant and U.S. EPA
Project cost: $3,970,000
Target completion date: December 2024
Status as of Aug 2020: In Construction
