(Phase 2)

Stakeholder Meeting and Celebration – March 5, 2018

On March 5, 2018, the One Water LA team presented the key recommendations of the final draft plan, next steps, and future engagement opportunities. The team also celebrated and acknowledged the City Staff, Consultants, and especially the Advisory Group members and Stakeholders that have participated and contributed to the development of the One Water LA 2040 Plan.

Stakeholder Informational Meeting #3 - October 16th, 2017


The third stakeholder informational meeting held on October 16th, 2017 provided stakeholders with information on three recent LA River Studies. The One Water LA Team, UCLA and The Nature Conservancy presented details, and the current status of their respective studies. Question and answer sessions were held after each presentation and future research needs were also discussed.

Workshop #6 - June 19th, 2017

The sixth workshop held on June 19th, 2017 provided stakeholders with an overview of the One Water LA Implementation Strategy and Potential Triggers. The recommended project concepts from One Water LA’s Long-term Alternatives Analysis and the updated list of potential policies and programs were also presented. Four station displays that included information on Water Reuse, Stormwater Management, Policies and Programs, and Implementation Strategy were hosted by members of the One Water LA Team during in four rounds of rotating breakout sessions. This format enabled stakeholders to visit each of the four stations and ask questions and provide input on the station topic. A total of 40 stakeholders were in attendance.

Stakeholder Informational Meeting #2 - May 11th, 2017

The second stakeholder informational meeting held on May 11th, 2017 provided stakeholders with details on the planned content and current status of the One Water LA Wastewater Facilities Plan and the Stormwater and Urban Runoff Facilities Plan. The One Water LA team solicited input from stakeholders on several elements on both facilities plans, including cost, funding, water balance tool, LA River and more. A total of 31 stakeholders were in attendance.

Stakeholder Informational Meeting - February 16th, 2017

A stakeholder informational meeting was held on February 16th, 2017 to provide a comprehensive overview of all of the One Water LA 2040 Plan elements, and describe how they fit together. Members of the One Water LA Team provided updates on each of the plan’s elements followed by question and answer periods. The meeting was designed to give newer stakeholders a better understanding of the overall plan and offer long-time participants a chance to be updated on progress for all of the tasks and to ask questions. A total of 44 stakeholders were in attendance.

Workshop #5 (Part 2 of 3) - December 13th, 2016


The fifth One Water LA workshop consisted of four rounds of breakout sessions which enabled stakeholders to thoroughly review and discuss a comprehensive list of draft Policy Ideas compiled from previous Stakeholder Workshops, Special Topic and Advisory Group Meetings, and other planning documents including the Stormwater Capture Master Plan and the LA Basin Stormwater Conservation Study. Stakeholder attendees provided the One Water LA Team with input in regards to policies that need to be included on the list and/or policy ideas that needed more clarification. A total of 59 stakeholders were in attendance.

Workshop #4 (Part 1 of 3) - October 26th, 2016


The fourth workshop held on October 26th, 2016 provided stakeholders with an overview of the One Water LA Alternatives Evaluation Process. A draft potential list of projects and programs meant to collectively achieve One Water LA Objectives and goals in the City’s Sustainability pLAn was also presented and the One Water LA team solicited input from stakeholders on additional projects and programs to consider. The workshop concluded with a Project Evaluation Criteria Scoring exercise where attendees provided input on the relative weighting and importance of the 20 Project Evaluation Criteria developed by the One Water LA Team. A total of 48 stakeholders were in attendance.

Workshop #3 - September 13, 2016

The third workshop held on September 13th, 2016 consisted of a World Café Format where stakeholders in attendance provided their input and feedback on projects, policies and programs they were most excited about, benefits they would like One Water LA to achieve by 2040, and draft evaluation criteria for projects/portfolios needed to make the One Water Plan a success.

Stakeholder participants from the Funding, Outreach & Communication and Stormwater Special Topic Groups (STGs) reported out to workshop attendees on the key outcomes and recommendations from their respective STG meetings. The workshop concluded with an interactive Climate Change presentation that solicited stakeholder feedback to the One Water LA Team regarding perceptions that would help frame future work related to climate change. A total of 39 stakeholders were in attendance.

Workshop #2 - June 29, 2016

The second workshop held on June 29th, 2016 focused on the following topics: 1). Recycled Water Advisory Group Integration into One Water LA, 2). Draft Groundwater Replenishment Environmental Impact Report, 3). Ground Water Replenishment Pilot Study Phase 2 and 4). One Water LA Phase 2 Update on Short-Term Potential Case Studies and Long-Term Integration Alternatives. Additionally, Report Outs for two out of the five One Water LA Special Topic Groups were given by stakeholders followed by an active discussion period. A total of 41 stakeholders were in attendance.

Workshop #1 - December 10, 2015

The first workshop for Phase 2 held on December 10th, 2015 focused on: 1) providing an overview of key specific tasks and ongoing tasks for Phase 2, 2) discussing the stakeholder involvement process and 3) discussing existing and future flow conditions and the use of a flow balance tool, which is the essential building block for the planning of tasks in Phase 2. A total of 52 stakeholders were in attendance and stakeholders were encouraged to sign-up for Special Topic Groups to help shape key aspects of the One Water LA Plan.

(Special Topic Groups)


The One Water LA Group formed five Special Topic Groups to obtain input from a diverse set of stakeholders on specific issues in the One Water LA Plan. These Special Topic Groups were also formed to tap in to the brain-power and creative thinking of stakeholders interested in advancing how the City does business related to water integration.

Three or more meetings were held for each Special Topic Group, and in conclusion of all meetings, each group was responsible for providing a comprehensive report out at a general stakeholder workshop.

(Phase 1)


Workshop #3 - March 5, 2015

The third stakeholder workshop was held on March 5, 2015; 42 stakeholders attended.

City staff provided a brief recap of One Water LA Phase I activities. Representatives from the Port of Los Angeles and the Department of City Planning spoke about their involvement in the One Water LA Plan. Additionally, two stakeholder advisory group members each shared their experience in working with the One Water LA team throughout Phase I of the One Water LA planning process.

The Final Draft Guiding Principles were presented and comments, questions, and suggestions were received. Input received from stakeholders will be used to finalize the Guiding Principles document for the One Water LA Plan.

The second One Water stakeholder workshop was held on November 6, 2014; 53 stakeholders attended.

The workshop consisted of four breakout sessions in the following subject areas:
  • Water Supply Reliability
  • Watershed Health
  • Climate Change Mitigation
  • Adaptation and Economic & Financial Stability
During each breakout session, stakeholders provided their feedback and ideas relative to water management. This gave the City guidance on principles, policies and goals for Phase 1 of the One Water LA Plan.

As a result of the second stakeholder workshop, draft guiding principles will be developed to guide the more detailed planning that will occur in Phase II of the One Water LA Plan.

Workshop #1 - May 21, 2014

On May 21, 2014, the City held the first of the three stakeholder workshops that initiated Phase 1 of One Water LA. 23 stakeholders attended.

Each stakeholder was provided with the draft One Water LA vision statement, draft One Water LA objectives, and a One Water LA Fact Sheet. Additionally, stakeholders were encouraged to share their comments, concerns, and/or suggestions on these handouts.
