CITYWIDE CONSTRUCTION AND DEMOLITION (C and D) WASTE RECYCLING ORDINANCE 

On March 5, 2010, the Los Angeles City Council approved Council File 09-3029 pertaining to a Citywide Construction and Demolition (C and D) Waste Recycling Ordinance that requires ALL mixed C and D waste generated within city limits be taken to City certified C and D waste processors. LA Sanitation (LASAN) is responsible for the C and D waste recycling policy. 

 

All haulers and contractors responsible for handling C and D waste must obtain a Private Waste Hauler Permit from LASAN prior to collecting, hauling and transporting C and D waste, and C and D waste can only be taken to City certified C and D processing facilities.

Non-compliance penalties of up to $5,000 will be assessed for every load of C and D waste not taken to City certified processors. There are no longer any C and D rebates.

 

The Department of Building and Safety will aid in facilitating implementation of this ordinance; Building and Safety Building Permit applications will require contractors to either identify the Permitted Private Solid Waste Hauler handling C and D waste from their City project or provide the contractor's own Private Solid Waste Hauler Permit should the contractor choose to self-haul C and D waste.

GENERAL CONSTRUCTION AND DEMOLITION (C and D) RECYCLING INFORMATION

 

Solid Resources Citywide Recycling Division (SRCRD) can provide technical assistance to City departments, private sector businesses, multi-family complexes, and the community regarding C and D recycling.

 

The following are examples of C and D materials that can be recycled:

  • Concrete and asphalt
  • Bricks
  • Gypsum/wallboard
  • Scrap metal

The following table is a list of mixed waste processors currently certified by the City of Los Angeles. 
Unless otherwise noted, the rates are effective from January 1, 2017 until December 31, 2017 (Updated as of 01/01/17)

Mixed Solid Waste (MSW) and Food Waste rates are effective January 1, 2017- June 30, 2017.

NOTE: The City of Los Angeles adopted the “Zero Waste LA” Ordinance in 2014. As part of this program the City will implement a new Facility Certification Program for MSW and Food Waste. Only facilities certified by this program may accept City of Los Angeles MSW and Food Waste. Zero Waste LA will be implemented on July 1, 2017.

**There is no recycling rebate for C&D waste. Per ordinance, all mixed C&D waste must be delivered to City Certified C&D Processors; penalties of up to $5,000 will be assessed per load of unlawfully disposed C&D waste.

***Restaurant Food Waste AB939 rebate amount claimed by each permitted private solid waste hauler is limited to $75,000 per quarter, food waste must be source separated to be eligible for rebates.
