Toyon Canyon Landfill closure work was completed in December 2008. The landfill gas management system consists of vertical extraction wells, collection pipping, and a flare. From 1985 to 2015 a power plant was operated at the site. The plant began producing 9MW of electrical power in 1985 and during its 30 years of operation the production gradually declined to 1.4 MW as the landfill gas flow decreased. It was finally shutdown in 2015 because there was not enough gas to operate the system. A new contractor is being sought to operate a new system at lower gas flow.
Closure activities for Toyon Canyon Landfill were completed as of December 2008 with a monolithic cover system in accordance with the Final Closure/Post-Closure Maintenance Plan (FCPCMP).
In keeping with the Los Angeles Regional Water Quality Control Board's (LARWQCB) conditional approval of the FCPCMP , two moisture monitoring stations were constructed in November and December of 2008 and operated from December 2008 through December 2010 to ensure that the final cover system prevents infiltration of moisture into the waste mass.
Work currently being done at the site involves post-closure tasks such as maintenance of landscaping/irrigation systems, maintenance of landfill gas collection systems, and minor grading work where necessary to maintain adequate stormwater drainage.
The Construction Completion Report documents closure construction work completed by LA Sanitation as specified in the Construction Quality Assurance Plan of the FCPCMP.
