Waste Hauler Permit Program

A private waste hauler collecting solid waste within the City, including Construction and Demolition (C and D) Waste, must obtain an AB 939 Compliance Permit (a.k.a. Waste Hauler Permit).   

In addition to obtaining the Waste Hauler Permit, private waste haulers must:
  • Pay applicable AB 939 compliance fees of ten percent of gross receipts
  • Submit an annual report
  • Submit all other reports as required, including but not limited to AB 341 reporting forms

Citywide Construction and Demolition (C and D) Waste Recycling Ordinance

 

All haulers and contractors responsible for handling C and D waste must obtain a Private Waste Hauler Permit prior to collecting, hauling and transporting C and D waste from within the City, and C and D waste can only be taken to City certified C and D processing facilities.


Non-compliance penalties of up to $5,000 will be assessed for every load of C and D waste not taken to City certified processors. For a current list of City certified processors of C and D waste, scroll down to the bottom of this page.

LIST OF CITY CERTIFIED PROCESSORS FOR CALENDAR YEAR 2017

The following table is a list of Mixed Construction and Demolition (C&D) processors currently certified by the City of Los Angeles.
Unless noted the rates for C&D are effective from January 1, 2017- December 31, 2017.
Mixed Solid Waste (MSW) and Food Waste rates are effective January 1, 2017- June 30, 2017.

NOTE: The City of Los Angeles rolled-out the “recycLA” program in July 1, 2017. recycLA is a new public-private partnership that establishes an exclusive solid resources (waste and recycling) collection program for all commercial, industrial, and large multifamily customers in the City of Los Angeles. As part of this program, the City will implement a new Facility Certification program for MSW and Food Waste. Only facilities certified under recycLA program may accept City of Los Angeles MSW and Food Waste.
