Brownfields Assistance and Funding

LA Sanitation's Brownfields Program provides assistance to private property owners, community organizations, and agencies for development sites throughout the City of Los Angeles. The Program provides various types of assistance including on-call technical assistance, assisting site owners in identifying government grant programs to pay for site assessment and remediation. In some cases the Program provides assessment and remediation services, and assistance in understanding assessment and remediation requirements.

LA Sanitation's Brownfields Program

Provides site assessment and remedial planning to private, non-profit and City of Los Angeles entities. Sites must meet eligibility criteria and be located in a low income area within the City of Los Angeles such as the Community Development Block Grant (CDBG) areas. US EPA Loan Program 

Loans are available for eligible projects through the Water Infrastructure Finance and Innovation Act (WIFIA) Program. The WIFIA accelerates investment in our nation’s water infrastructure by providing long-term, low-cost supplemental loans for regionally and nationally significant projects. More information at

State of California Brownfields Funding

Pollution Control Finance Authority CAL REUSE Program

There are two programs: One is a loan program that covers site assessment, the other covers site remediation. Grants and loans are available up to $500,000 for assessments and eligible remediation projects.

Department of Toxic Substances Control Targeted Site Investigations

A competitive grant program that provides environmental investigative services to public and private entities. DTSC oversees the investigation and develops a report at no cost to the applicant.

Department of Toxic Substances Control Revolving Loan Fund (RLF) Program

A brownfields cleanup loan program that provides loans from $200,000 to $900,000 at interest rates from 2% to 4.5% to public and private entities. Environmental assessment of the site must be completed. Some grant funding may be available.

Water Resources Control Board Orphan Site Cleanup Fund (OSCF Program)

Provides grants to public and private entities to remediate sites where there is no responsible party to pay for cleanup. The principal source of the contamination must be from a petroleum underground storage tank. Qualifying applicants did not contribute to the release and are not eligible for the UST Cleanup Fund described below.

California Petroleum Underground Storage Tank (UST) Cleanup Fund

Reimburses UST owners the cost of remediation due to releases from petroleum, underground storage tanks. Costs for removal of USTs are not covered. Sites must be in compliance with regulations to qualify. Applicants can be private or public entities.

SB 445- Site Cleanup Subaccount Program

This is a new funding program allowing the SWRCB to issue grants for projects that remediate threats to groundwater. The grants are not limited to public agencies and non-profits.
