Lifeline Recertification (solid resources fee)

Lifeline customers, because of age or disability, and low-income status, receive a discounted rate for the Solid Resources Fee – otherwise known as the “trash fee”. All lifeline customer eligibility needs to be verified every two years to determine if the discounted rate should continue.

Low Income Program (sewer service charge)

On July 1, 1997, the City began to offer a 31% discount on the Sewer Service Charge for the first 18 HCF of water per two-month billing period for low-income customers who are 62 years of age or older or are permanently disabled. The discount program applies only to single family dwellings. The discount does not apply to duplexes, triplexes, quadri-plexes and multiple dwellings.

California Water and Wastewater Arrearage Payment Program (CWWAPP)

The COVID-19 pandemic has made it difficult for many Californians to pay their bills due to job loss and other hardships. As a result, systems that provide water services to customers have been financially impacted.

Through $985 million in federal funding allocated by the state legislature, the State Water Board created a new program to provide relief to community water and wastewater systems for unpaid bills related to the pandemic. The funding will cover unpaid wastewater debt from residential and commercial customers accrued between March 4, 2020 and June 15, 2021. Arrearage does not include late fees and/or interest on outstanding balances.

LA Sanitation & Environment has received nearly $60 million in state funds that is estimated to bring support to nearly 80,000 customers. The funds are being applied as automatic credits to eligible residential customer’s bills. Distribution of the credits has already begun. Eligible customers will be able to see the amount on their printed utility bill or by logging into their online LADWP account.

These bill credits will only address customer debt accumulated between March 2020 to June 2021 and will be credited during a single bill cycle. To address any remaining past due balance, we recommend exploring options through available debt relief programs.

No action is required by residents or businesses. If your account was credited, you will receive a copy of this letter in the mail.
