Shahram Kharaghani, PhD, P.E.

Stormwater Program Manager for the City of Los Angeles. Mr. Kharaghani is also responsible for the City's compliance with the National Pollution Discharge Elimination System (NPDES) Permit. His duties include managing a $28 million program within nine City bureaus and departments and also overseeing the implementation of five stormwater model programs in the areas of:

Morad Sedrak, Senior Civil Engineer

Responsibilities include developing and implementing strategic plans to ensure that the City is in compliance with the Total Maximum Daily Load's (TMDL) requirements, and coordinating with the Bureau of Engineering the implementation of the Stormwater Capital Improvement Program. Oversees and directs the activities of the Planning and Engineering, Enforcement and Inspection, and TMDL Implementation groups.

Robert Vega

Directs the activities of the Public Education and Permit Compliance Groups, which is responsible for ensuring that the City and its agencies comply with existing stormwater regulations and NPDES mandated activities, and the Standard Urban Stormwater Mitigation Program (SUSMP) Group, which is responsible for ensuring that stormwater mitigation measures are implemented for all new development and redevelopment occurring in the City.

Donna Toy-Chen

Directs and oversees the activities of the Total Maximum Daily Load (TMDL) Development Section. The Section works with the U.S. Environmental Protection Agency, Regional Water Quality Control Board - Los Angeles Region, municipalities, other agencies, and environmental groups to design and conduct scientific studies, propose implementation scenarios, and obtain consensus for the adoption of scientifically based, reasonable, and achieviable TMDLs. The section also submits written comments and gives oral testimony on draft TMDLs and related regulations and policies. Ms. Chen also oversees the activities of the Pollution Assessment group.
