Draft Ballona Creek Bacteria Implementation Plan (Sections) 16.1MB Draft Ballona Creek Bacteria Implementation Plan (Appendices) 23.3MB	TMDL for Bacterial Indicator Densities in Ballona Creek, Ballona Estuary and Sepulveda Channel (Bacteria TMDL) TMDL Effective Date: April 27, 2007 Final Compliance Date: April 27, 2021 City of Los Angeles is mandated by the Regional Water Quality Control Board (RWQCB) to address the water quality impairments due to elevated level of bacteria densities and meet water quality standards in Ballona Creek, Ballona Estuary and Sepulveda Channel. RWQCB adopted the Bacteria TMDL as the amendment to California Water Quality Control Plan/Basin Plan and submitted it to the State Board and EPA Region 9. The Bacteria TMDL was approved and became effective on April 27, 2007. The Bacteria TMDL requires that the responsible jurisdictions submit a Coordinated Monitoring Plan (CMP) to the RWQCB by April 27, 2008 and TMDL Implementation Plan by October 27, 2009. The Bacteria TMDL defines milestones for achieving compliance with dry- and wet-weather bacteria limits:
		By April 27, 2011 (four years after the effective date of the TMDL), the RWQCB will reconsider this TMDL to ascertain whether re-evaluation of the numeric targets and allowable exceedance days are warranted based on additional technical information.
		By April 27, 2013 (six years after the effective date of the TMDL), achieve compliance with the allowable exceedance days for summer and winter dry weather and 30-day geometric mean limits.
		By July 15, 2021, if an Integrated Water Resources Approach is implemented, achieve compliance with the allowable wet-weather exceedance days and rolling 30-day geometric mean targets.
	City of Los Angeles is the lead agency for the Bacteria TMDL. The Watershed Protection Division (WPD) of Bureau of Sanitation is the lead office in charge of developing the CMPs and Implementation Plans for the TMDLs. City of Los Angeles and other responsible agencies submitted the Bacteria TMDL CMP to the RWQCB on April 27, 2008.
	Over the past two years, WPD, as a lead, and other responsible agencies, have conducted community stakeholder workshops and one hundred or more one-to-one meetings and field visits to consult with the stakeholders on implementation plan opportunities. Two stakeholder workshops were held as follows:
		Workshop 1: Watershed Characterization, City of Culver City Council Chambers, November 6, 2008
		Workshop 2: Best Management Practices Strategies, City of Los Angeles Hyperion Treatment Facility, March 3, 2009.
	Both workshops were attended by about two hundred stakeholders that included non-governmental organizations, neighborhood councils, private residents, universities, and state and local governments. Therefore the Ballona Creek Bacteria Implementation Plan builds upon the expertise and knowledge of stakeholders and improves upon existing plans. The plan focuses on sustainability, infiltration, use of and expansion of open space, multi-benefit, and watershed-wide approach.
