 Waste Hauler Permit (aka AB939 Compliance Permit) Program

Per ordinance (No. 181519), all private waste haulers collecting solid waste within the City, including Construction & Demolition Waste, must obtain an AB 939 Compliance Permit (aka Waste Hauler Permit), pay applicable AB939 compliance fees of ten percent of gross receipts, submit an annual report, and submit all other reports as required, including but not limited to AB341 reporting forms. New Citywide Construction and Demolition (C&D) Waste Recycling Ordinance Effective January 1, 2011. Contractors and waste haulers responsible for handling C&D waste must obtain a Waste Hauler Permit prior to collecting, hauling and transporting C&D waste from within the City and C&D waste can only be taken to City Certified C&D Processing Facilities. Non-compliance penalties of up to $5,000 will be assessed for every load of C&D waste not taken to City certified processors. 1 Effective January 1, 2012 onward, there are no recycling rebates for C&D waste.  However, in accordance with the C&D Waste Recycling Ordinance that went into effect on January 1, 2011, all C&D waste must be delivered to City Certified Processors; penalties of up to $5,000 will be assessed per load of unlawfully disposed C&D waste.
