Sewer System Management Plan (SSMP)

Overview

On May 2, 2006, the State Water Resources Control Board (SWRCB) adopted the Statewide General Waste Discharge Requirements (WDRs) for publicly owned sanitary sewer systems with greater than one mile in length that collect and/or convey untreated or partially treated wastewater to a publicly owned treatment facility in California. Under WDRs, the owners of such systems must comply with the following requirements:

     1. Acquire an online account from the State Water Board and report all
            sanitary sewer overflows (SSOs) online.

     2. Develop and implement a written plan called a Sewer System
            Management Plan (SSMP) to control and mitigate SSOs and make it
            available to any member of the public upon request in writing.

Los Angeles has one of the largest sewer systems in the world including more than 6,600 miles of sewers serving a population of more than four million. The sewer system consists of three separate sanitary sewer systems:

To comply with the State Waste Discharge Requirements, the City acquired online accounts from the State Water Board and began reporting SSOs by the due date of January 2, 2007.  A Sewer System Management Plan was prepared for each of the three sanitary sewer systems and approved by the City's Board of Public Works on February 18, 2009.  These SSMPs may be accessed through the above links.  Individual parts and subparts of the SSMP may also be accessed through the Table of Contents link provided below.
