The Human Resources Development Division's Training Section provides design, development, delivery, and coordination services for both knowledge and performance-based training in the following areas:

- Safety and regulatory compliance

- Supervisory and employee development
- Treatment plant process equipment and process control

- Biosolids Environmental Management System (BEMS)
- Bureau Orientation
- Workplace and Domestic Violence Prevention

The Safety Section provides a full range of Occupational Safety and Industrial Hygiene
support for the Bureau to ensure regulatory compliance. Activities include:

- Workplace inspection
- Accident Investigation
- Safety consultation
- Best Management Practices
- Monitoring and removal of environmental hazards

The Hazardous Waste Management Section provides guidance for on-site accumulation and
final disposition of hazardous waste (HW) at Bureau’s generating facilities by providing:

- Technical consultation
- Site assessment
- Annual Refresher training for HW handlers
- Reports to regulatory agencies
- Best Management Practices
- Treatment, Storage, Disposal Facility audits

The Emergency Preparedness Section provides employees with the knowledge and skills to
respond to and recover from major emergencies and disaster. Activities include:

- Emergency and Contingency Planning
- Table-top and full-scale exercises
- Bureau Emergency Operations Center
- Emergency supplies and equipment
- Consulting on hazard mitigation
- Emergency Response Team Program

The Solid Resources Safety & Training Group provides Occupational Safety and Training
support to Solid Resources divisions on:

- Refuse collection driver training
- Accident Investigation
- Workplace inspection
- Class “B” license testing
- Safety consultation
- Administration of the DOT Drug & Alcohol Testing Program
- Accident and Injury Panels

The WCSD Training Group provides technical classroom and field-based training to WCSD
personnel on sewer and storm drain operations and maintenance activities.

The Media Production Group produces, writes, videographs and edits training, informational
and educational programs for the Bureau and provides photographic services for training,
presentations and publications. HRDD’s recently completed Production and Post-Production
Studio Facility will enhance HRDD’s capability to document and produce training and
informational videos. In 2001, HRDD produced a video entitled, “Suiho En: Garden of Water
& Fragrance” which was nominated for a Los Angeles area Emmy.

The Training Information Management System (TIMS) group manages and coordinates the
training scheduling and record keeping database for over 2500 Sanitation employees; trains
division training coordinators to use TIMS, and coordinates Personnel Department and OMES
training offerings. The TIMS group also partners with ICSD to better utilize technology
to optimize our training programs.
