Customers that qualify for the Low Income Discount Program, will have their Sewer Service Charge (SSC) reduced per Ord. No. 171,531. The SSC reduction is 31% of the first 18 hcf of a 2-month DWP bill or 31% of the first 9 hcf of a 1-month bill.
The Los Angeles Department of Water and Power (LADWP) offers a residential Low Income Discount Program (LIDP) rate for customers within qualifying income levels. This rate reduces the cost of electricity, water, and sewer services for the participants’ permanent, primary residence. Customers that qualify for the Lifeline program may have their Solid Resources Fee (SRF) reduced per Ord. No. 181,410. Lifeline SRF customers currently pay $25.42, a 30% reduction from the full rate of $36.32 and must re-certify for the adustment every two years to determine if the discounted rate should continue. See the Sanitation recertification letter in English or Spanish.
Customers must apply for the Lifeline rate by getting a form from the Office of Finance titled "Utility User’s Tax Exemption for Seniors and Disabled". Fill in, sign and submit the completed application to the City Clerk at:
