The Stormwater Pollution Abatement Charge (SPAC) is shown as LA STORMWATER on your LA County Tax Bill. The charge is based on the equivalent dwelling unit (EDU) basis and generates funds for receiving, transporting, pumping, constructing and maintaining storm drain facilities and for the treatment and/or disposal of storm drainage through the storm drain system. The Bureau of Sanitation's Watershed Protection Division (WPD) is responsible for the development and implementation of stormwater pollution abatement projects within the City and must comply with requirements of the Federal Clean Water Act. The SPAC rate in effect since July 1, 1993, is $23 per EDU. See LAMC §64.51.03.1(a) (Ord. 168980).
