In the lawsuit, Chakhalyan v. City of Los Angeles, Plaintiff contends that the City of Los Angeles (“City”) improperly collected a Solid Resource Fee (“SRF”) from certain residents. The SRF Overcharges were of two types:

• The City collected SRF from those living in apartments and other multiple-family dwellings even though the City did not collect trash from that dwelling. These SRF Overcharges were up to approximately $24 per month per customer.
• The City collected SRF at the higher single-family dwelling rate instead of the lower multiple-family dwelling rate. These SRF Overcharges were up to approximately $12 per month per customer.
